During the setup, both the Decline and Accept buttons are grayed out, thus making users unable to accept or decline Terms of Service.

While the scrollbar works, accepting terms of service isn’t possible thus making users unable to install this edition of Windows. Unfortunately, we don’t have any additional information on this problem, so we can’t tell what causes it.

Hopefully, Microsoft will take notice of this issue and fix it with an update. If you want to try this edition of Windows, ensure that your system meetsWindows 11 IoT Enterprise LTSC system requirementsbefore doing so.
